TFMoran provided structural engineering services for the Rockingham County Municipal Complex, a landmark 110,000-square-foot county facility located in Brentwood, New Hampshire. Developed to consolidate multiple county departments into a single, modern campus, the project was designed by Warrenstreet Architects and constructed by Harvey Construction. Planning and design efforts began years in advance of construction, with TFMoran working closely with the project team to develop a structural system capable of supporting the facility’s complex programmatic needs, long-term durability requirements, and architectural vision.
Construction of the municipal complex began in fall 2022, with TFMoran providing structural solutions for a facility that houses the Sheriff’s Department and Emergency Dispatch Headquarters, Department of Community Corrections, County Attorney’s Office, County Commissioners’ Offices, and the Registry of Deeds. The building also includes a 2,750-square-foot, 131-seat multi-use auditorium, secure operational spaces such as a sallyport, and infrastructure supporting a multi-megawatt solar farm that advances Rockingham County’s sustainability goals.
Structurally, the facility is organized as a three-story office and support building fronting a single-story, Y-shaped corrections wing with an enclosed courtyard. The Registry of Deeds occupies the third floor, the County Attorney’s Office is located on the second floor, and the Sheriff’s Office is housed on the first floor, with Community Corrections extending into the rear wing. TFMoran engineered a hybrid structural system utilizing steel framing, reinforced masonry shear walls, cold-formed metal framing, and special moment frames to efficiently resist gravity and lateral loads while accommodating the building’s varied uses and security requirements. The structure supports a pitched gable roof and brick façade, seamlessly integrating structural performance with architectural character.
The Rockingham County Municipal Complex reached substantial completion in late 2025 and is now fully operational, serving as a centralized hub for county government and public services. In recognition of the innovation, complexity, and technical excellence demonstrated in the project’s structural design, TFMoran was honored with the 2025 SENH Excellence in Structural Engineering Award by the Structural Engineers of New Hampshire. The award underscores TFMoran’s leadership role on the project and the successful collaboration with Warrenstreet Architects and Harvey Construction to deliver a resilient, functional, and award-winning public facility.
