Bob has over 40 years of experience in the engineering and construction industry. His multi-disciplinary background enables him to execute complex projects including civil, structural, and traffic engineering challenges. His project experience includes civil and structural design of public buildings, public parks and athletic facilities, schools, courthouses, fire stations, and public utility structures; marine engineering projects, traffic engineering and design of local, state, and federal highway projects. Bob serves as president and chief engineer for TFMoran and is responsible for technical oversight of all the firm’s projects.

Paul E. Sbacchi, PE - Chief Structural Engineer, Principal
Paul has over 35 years of experience in structural design and analysis for a variety of state and private clients. His experience is with building projects of all types including commercial, industrial, educational and residential. Paul serves as Chief Structural Engineer for TFMoran.

Dylan R. Cruess - Chief Operating Officer, Principal
Dylan oversees all operational and financial functions at TFMoran and is responsible for monthly financial statements, contract management, expenditure budgeting, and debt management. Dylan is also responsible for accounts receivable and accounts payable functions at TFMoran. Prior to his appointment as chief operating officer, Dylan served in the capacity of controller and chief financial officer. While Dylan is charged with financial and operational functions at TFMoran, he is deeply involved in the local community and has been for many years. He serves on several non-profit boards and holds many leadership positions within the region.

Bachelor of Science in Economics from Bates College.

His experiences across this broad range of subject matter provides a well-balanced knowledge of civil and environmental engineering and the means to convey this through the construction process. He has experience in the intricacies associated with complex regulatory process and the refined ability to communicate a project message to public perception. His history of successfully managing fast-paced multidiscipline projects provides a strategic benefit to any project team.

Chris has over 20 years of experience in site planning, drainage design, sewer design, water main extensions, and local and state permitting of both private and public projects. Chris currently focuses his skills in retail, commercial, and medical office building projects.
As a senior project manager for TFMoran, Chris is responsible for the management and engineering design of private, public, and municipal land development projects. Chris has a long and successful history of guiding large and small development projects through the regulatory maze of local, state, and federal permitting. His ability to manage tight deadlines and contractual constraints faced by the modern-day developer make Chris an invaluable TFMoran team member.

His years of experience working with regulators and contractors ensure projects are constructed efficiently and in full conformance with all necessary stormwater compliance items.

Michael is a licensed land surveyor with over 40 years of experience in New Hampshire, Massachusetts, Maine, and Vermont. His passion is historical research, boundary determination and resolution. He has a wide variety of experience in ALTA Surveys, Utility and Roadway Route Surveys, Construction Layout, As-Built Surveys, Boundary Surveys, Conservation Easements, etc. He has been an Expert Witness for boundary and right-of-way disputes in Northern Middlesex County, MA, Hillsborough, Merrimack, and Belknap Counties in NH. Mr. Dahlberg is responsible for the daily survey operations for TFMoran’s Bedford, New Hampshire office.
